2026 Allan Howard Award of Excellence

The Allan Howard Award of Excellence is presented by IPMBA to recognize members who have taken exemplary action to further IPMBA’s mission and advance public safety cycling. Recipients are nominated by their peers and selected by the Awards Committee.

The 2026 Allan Howard Award of Excellence was presented on August 22, 2026, to Maureen Becker in Columbus, Ohio.

As Executive Director, Maureen helped transform IPMBA into the premier organization for public safety cyclists. She guided the development of training standards, educational resources, model policies, textbooks, and certification programs while expanding the organization’s reach across disciplines and around the world. She also played a key role in strengthening IPMBA’s reputation throughout the public safety and cycling communities.

For more than two decades, Maureen provided the leadership, vision, and stability that allowed IPMBA to grow and thrive. Her efforts helped ensure that thousands of police officers, EMS professionals, and security personnel had access to high-quality training, professional certification, and ongoing support. Although not a sworn public safety professional, her contributions directly enabled public safety cycling programs worldwide.

Maureen empowered instructors, board members, and volunteers to pursue new ideas and initiatives, ensuring IPMBA remained responsive to the evolving needs of the public safety cycling community. Many describe her as IPMBA’s institutional memory, stabilizing force, and guiding influence. As one Awards Committee member noted, “Allan Howard helped build IPMBA; Maureen Becker kept it alive.”

Her lasting impact on IPMBA and the public safety cycling community embodies the spirit of the Allan Howard Award of Excellence.
