Host Bicycle Response Team Training
Arrangements to host an IPMBA Bicycle Response Team Training (BRTT) should be made directly with an individual instructor. For information on hosting an Instructor Course, visit the FAQs.
To contact instructors in your area directly, use the online instructor search on this page or contact IPMBA for a reference. Only those instructors who have the letter "B" appended to their instructor number(s) are eligible to teach the BRTT.
To request that a request for proposals be sent out to IPMBA's instructor networks, please email the following information to firstname.lastname@example.org:
- Your name
- Your department/agency name
- Your telephone number
- Your email address
- The type of course you would like to host
- The number of students you would like trained (maximum 10 per instructor)
- The time frame in which you would like to hold the course
- Any other specific information you require
- Classroom with seating adequate for enrollment and equipped with computer projection equipment, screen, and whiteboard, chalkboard, or flipchart/markers (instructor will supply laptop computer)
- Minimum 100’ x 100’ parking lot with minimal obstructions
- Parking garage, min 300' x 125' for smoke drills (optional - can use parking lot)
- Streets & alleys for scenarios
- Secure training facility with large outdoor area, such as police or fire training academy for scenario (if possible)
- Weapons clearing station/storage with armed guard during scenario practical
- 150 cones
- Four 4-ft. long 2 x 4 (scrap lumber)
- Four 4-ft. long 4 x 4 (scrap lumber)
- EMS students only: 1000cc expired IV bags (10 per student) or other weights (e.g., one-litre bottles filled with sand - not sandbags) to equal 30 lbs per student.)
- Police tape
- Smoke grenades and bucket to unload them into (optional; 6 for up to 10 students; 8-10 for more)
- Fire extinguisher (if smoke is deployed)
- 50 plastic bottles/zip-loc bags of water/tennis balls/crushed cans/other projectiles (for throwing during the scenario)
- Protest signs
- Scarves, balaclavas, or other face coverings
- Simulated explosive device (Molotov cocktail)
- CS, OC, and impact weapons (optional)
- Moulage kit (if available)
- Super Soaker style water dispersion/Inert or safe device (children's orange cap)
- Squad car with PA/siren/ability to blare radio
- Department liaison
- Safety officers for scenario
- 20 role players for scenario
- EMS support on standby during scenario
- Assistance with set-up as needed
- Secure storage area for participants’ bicycles and equipment during classroom sessions
- Map and guides/transportation to on-bike training locations as needed (min. one guide per 10 students)
- Communications between guides and at least one instructor
- Protocol for summoning EMS in the event of serious injury
- Mechanical support (on-call bike shop for emergency repairs, shipping/receiving bikes, etc.)
- Water, first aid supplies, & restroom facilities at training site
- Caution/Police Tape/Training signs as needed
- Meal location(s)
- Parking permits as needed
- Reputable manufacturer mountain bike in good working order, properly fitted
- Street/combination tires (size 26-29 x 1.5 - 26-29 x 2.1; no knobbies)
- Pedal retention devices (BMX-style platform pedals are not acceptable)
- At least one water bottle cage & bottle
- On-body hydration delivery system (recommended)
- Headlight (42 lumens at 10 feet)
- L.E.D. steady or flashing red taillight
- Rear mount kick stand
- Rear rack with full size rack bag
- Heavy duty rear rack with full-size rack bag and panniers (EMS only)
- Patch kit
- Tire levers
- Chain tool
- Two spare tubes
- Compact tire pump or CO2
- 4, 5, 6, 8, 9, 10 mm allen wrenches
- Eye protection – shatter-resistant, wraparound, clear and tinted
- Bicycle helmet (ANSI, Snell or CPSC-approved)
- Padded cycling gloves
- Body armor protective vest (if worn on duty)
- Full duty uniform
- Padded cycling shorts (strongly recommended)
- Foul weather gear (jacket, pants)
- Plain black tee-shirt
- Law Enforcement/Security (as carried on regular patrol duty)
- Duty belt/vest
- Duty weapon (this course does not include live-fire exercises)

The IPMBA Instructor Course is a five-day course designed to certify qualified persons as IPMBA Police, EMS, or Security Cyclist Instructors. It is an intense course that will increase your confidence, reinforce your understanding of the basic principles of public safety cycling, improve your bike-handling skills, and prepare you to communicate that knowledge to others. Teaching methods include in-class presentations, on-bike drills, and peer and self-critiques. Students learn how to identify and correct improper technique, assist students in overcoming individual difficulties, and incorporate various methods of instruction into the Police, EMS, and Security Cyclist Courses. Instructor certification is contingent upon satisfactory results of written and on-bike tests, as well as evaluated presentations.
Although it addresses topics commonly found in other instructor development courses, the IPMBA Instructor Course is unique in that it focuses on developing the skills needed to teach bicycle-specific topics. You will learn to set up cone courses and conduct the various drills used in the basic IPMBA courses. You will learn to properly evaluate bike-handling skills and teach them to others. You will perform each of the on-bike maneuvers outlined in The Complete Guide to Public Safety Cycling and demonstrate the proper method of teaching those skills. No other training in the country teaches students how to break down basic bicycling skills for instruction. And no other training focuses on how to teach the techniques pertinent to operating a bicycle in public safety service

Your branch of public safety dictates the type of instructor certification for which you are eligible and which courses you are authorized to teach.

- Pass the IPMBA Police, EMS, or Security Cyclist Course with a written test score of 90% or better.
- Be able to demonstrate extensive knowledge of the Complete Guide to Public Safety Cycling.
- Be a current, certified IPMBA member in good standing.
- Provide proof of licensure or employment as a (state P.O.S.T.-certified or equivalent) law enforcement officer, EMS provider, or security officer.
- Be an active public safety cyclist on a full- or part-time basis.*
- Have a minimum of twelve months full-time or 24 months part-time experience on bike duty.
* Any individual who has retired or separated from their department in good standing must provide official documentation of having been an active public safety cyclist for five years part-time, or three years full-time, and must apply for the Instructor Course within 24 months after separation. (Official documentation consists of a letter from the chief, HR, or designee who can attest to time on and departure in good standing.)
Certified instructors are expected to maintain the high standards of instruction and safety demonstrated in the IPMBA Instructor Course. Instructors are required to:
1) Maintain active membership in IPMBA.
2) Teach a minimum of one Police, EMS or Security Cyclist Course every 24 months and submitting all required coursework to IPMBA in a timely manner.
Review the pre-requisites carefully, complete the application, and submit the following items to IPMBA Headquarters.
- Your completed IPMBA Instructor Application and Cycling Experience Questionnaire (printed legibly or typed).
- Letter of Expectations (included in the application packet), signed by you and your supervisor.
- Letter of Departmental Support (included in the application packet), signed by your supervisor.
The IPMBA Instructor Application Recommendation Form (included in the application packet), completed by the IPMBA Instructor who administered the written and practical tests.
- Required if you did not attend an IPMBA Public Safety Cycling Course
- Optional but recommended for IPMBA-trained candidates*
- Your IPMBA membership dues and certification fee (if you are not already an active, certified member).
- Your completed IPMBA Instructor Course Registration Form (printed legibly or typed).
- Your course fees
- Other documentation (letters, certifications, etc.) that you feel would support your application (optional).
*IPMBA highly recommends asking a current IPMBA Instructor to adminster the written and practical tests and complete the recommendation form in order to gauge your level of preparedness for the course. This will help identify your strengths and weaknesses and enable you to focus your skill practice and study prior to the course.
Individuals who wish to become IPMBA Instructors but have not completed the IPMBA Police, EMS, or Security Cyclist Course may request that other formal bicycle training (minimum 32-hour for Police/EMS; 24-hour for Security) be substituted for IPMBA Police, EMS or Security Cyclist Certification.

Candidates who have attended one of the courses listed below must make arrangements with an active IPMBA Instructor to take the written and practical IPMBA tests. You must score at least a 90% on the written test and demonstrate above-average proficiency with the on-bike skills. You must obtain a positive recommendation from the IPMBA Instructor who tests you. If the course you attended does not appear on the above list, you may submit, in addition to the completed IPMBA Instructor Application and required documentation, the following items:
- a letter of interest detailing your relevant qualifications, training, and experience;
- a copy of the course outline, lesson plan, and any related handouts from your certification course;
- a copy of your course certificate or other documentation of successful completion
Your packet will be forwarded to the IPMBA Education Committee for review, and a determination will be made based upon the course content and your experience.
If your training is approved in lieu of the IPMBA Course, you must make arrangements with an active IPMBA Instructor to take the written and practical IPMBA tests. You will be notified of the status of your request within 30 days.

IPMBA Instructor Trainers (IT) are experienced IPMBA Instructors who have been approved to teach the IPMBA Instructor Course. It is at the discretion of the IPMBA Board of Directors to accept IT applications at any given time. To apply for Instructor Trainer status, an IPMBA Instructor must:
- Currently be and have been an active IPMBA Instructor for a minimum of four consecutive years.*
- Have taught a minimum of 4,000 documented student-hours (the equivalent of teaching the 32-hour course to 125 students) in approved IPMBA courses.
- Have taught a minimum of four approved IPMBA courses within the past four years, at least two with co-instructors and serving as lead instructor in at least two classes taught with co-instructors.
- Have been a lead or co-instructor of a class of 15 or more students.
- Have taught previously at an IPMBA annual conference (including the pre-conference and/or conference).
*An active instructor must 1) have completed the PCID or the five-day Instructor Course; 2) be a current member of IPMBA; and 3) teach a minimum of one approved course every 24 months.
